Human Resources Development Software: Managing Corporate Learning from an HR Perspective

In many companies, employee development is spread across multiple systems: employee data is stored in the HR system, e-learning courses on a learning platform, in-person training in Excel spreadsheets, and training records in email inboxes. For the HR department, this means duplicating data entry, a lack of transparency, and a significant amount of work whenever an audit, budget meeting, or skills analysis is due.

Meaning

Typical Challenges in Human Resources Development

HR development software brings these tasks together. It imports master data from the HR system, manages learning opportunities and training programs, and provides reports that HR can use to plan and document continuing education within the company. This page shows which HR tasks can be managed with SoftDeCC, how the integration with SAP, Personio, Sage, or Workday works, and what HR should consider when making a selection.

✓

Scattered Data: Participation records , certificates, and qualifications are stored in different systems and must be manually consolidated for reporting purposes.

✓

Documentation Requirements: Mandatory training , instruction, and the AI competency requirement under Article 4 of the EU AI Act (effective February 2, 2025) require complete, auditable documentation.

✓

Skill Gaps: Without up-to-date qualification profiles, it is nearly impossible to plan who needs to be trained for new tasks, technologies, or positions.

✓

Budgetary Pressure: Continuing education expenditures should be transparent, approved, and effective—but the necessary data is often lacking

✓

Hiring and Departures: Onboarding programs are delayed, and when employees leave, their experience and knowledge are lost.

Strategic Implementation

HR Tasks and the Right Building Blocks

SoftDeCC has a modular design. HR selects the modules that best suit its specific tasks and adds to them as needed. The central →  The TCmanager® Core module connects the other modules and manages processes, budgets, and reports.

Use Case

What Is Typically Synchronized

Integration with SAP, Personio, Sage, and Workday

Employee development is only as good as its master data. That is why integration with the HR system is the most important selection criterion for most HR departments. SoftDeCC is used by companies that work with SAP, Personio, Sage, or Workday.

What Is Typically Synchronized

✓

From the HR system to the learning system: employees , organizational structure, cost centers, positions and roles, managers, and hire and termination dates.

✓

From the learning system (optional): Course enrollment , qualifications earned, and certificates, continuing education costs

An HR Suite learning module or specialized learning software?

Some HR suites come with their own learning modules. This raises the question for HR departments of whether an additional system makes sense. The answer depends less on the size of the company than on the complexity of the training:

• An integrated learning module is often sufficient when the training provided consists primarily of standardized e-learning courses and the requirements for in-person training, certification, and reporting are minimal.

• A specialized solution is worthwhile when combining in-person and online formats, when external Trainers and providers are involved, when valid certifications must be verified, or when multiple locations, languages, and clients need to be managed.

In both cases, the HR system remains the primary source of personnel data. The learning software complements it rather than replacing it.

Important to Note

Employee Participation and Data Protection

Educational software processes personal data and may allow inferences to be drawn about performance. In Germany, therefore, the works council must generally be consulted—pursuant to Section 87(1)(6) of the Works Constitution Act (BetrVG) regarding technical equipment and pursuant to Section 98 of the BetrVG regarding the implementation of company-sponsored training programs. A finely tunable role- and permission-based system, traceable reports, and clear retention periods make coordination significantly easier.

Frequently Asked Questions

FAQs About Employee Development Software

What is HR development software?

Human resources development software helps HR plan, implement, and document continuing education and training within the company. It integrates learning opportunities, qualification profiles, training organization, and reporting, and imports employee data from the HR system.

Can SoftDeCC be integrated with SAP?

Yes. SoftDeCC is used in companies that run SAP. Integration is achieved via REST or SOAP interfaces or through file transfer; the appropriate method depends on the SAP solution in use.

What size of company is SoftDeCC suitable for?

SoftDeCC is used by both small and medium-sized businesses and large corporations. The key factor is not so much the number of employees as the complexity of the training program—such as multiple locations, mandatory training, or a combination of in-person and online formats.

Does SoftDeCC also work with Personio, Sage, or Workday?

Yes, companies that use Personio, Sage, or Workday also use SoftDeCC. The project defines which data is synchronized and in which direction.

Will SoftDeCC replace our HR system?

No. The HR system remains the primary source of personnel data. SoftDeCC handles the learning and training processes and can report back on results such as qualifications.

Does the works council have to give its approval?

In Germany, the works council generally has the right to co-determination regarding educational software. Therefore, the role-based approach, data analysis, and retention periods should be agreed upon jointly at an early stage.
